Pre Qualification criteria: 8 Eligibility of the Bidder: (Eligibility criteria in detail are as per EQR/BEC in the tender document). B.1 EXPERIENCE CRITERIA (Technical requirement) : B.1.1 Bidder should have experience of having successfully completed similar work(s) of following value during last seven years ending last day of previous month in which bids are invited : i) Three similar completed works each costing not less than the amount equal to Rs. 1,50,70,251.10 (i.e.) 40% of estimated cost. OR ii) Two similar completed works each costing not less than the amount equal to Rs. 1,88,37,813.87 (i.e.) 50% of estimated cost. OR iii) One similar completed works each costing not less than the amount equal to Rs. 3,01,40,502.19 (i.e.) 80% of estimated cost. Similar works means any Exterior/interior painting works (both new and repainting) in buildings masonry or concrete structures . Also, Bidder should either be Paint Manufacturing Companies themselves or Their authorized/recommended/approved/preferred either applicator or contractor. Bidder should submit a certificate from Approved Paint Manufacturer (Asian/Berger/ Nerolac/ Dulux) for the same. The works which are in progress and not completed (including Rate Contracts) shall not be considered. Note-1: In case benefit of experience is claimed based on composite nature of civil work which includes similar work, the quantity (ies) & value(s) of works of similar nature should be indicated separately in the completion certificate / any other document, duly certified by the client to clearly ascertain & establish the value of similar work in such composite works. To this effect, Bidders have to attach along with the technical bid scanned notarized/ notary attested copies of the above documents. Note-2 In case benefit of experience is claimed on the basis of Rate Contract (s) of more than one year period, the value of works mentioned above will be the annualized value of such rate contract (s). To this effect, bidders are required to submit (along with un-priced techno commercial bid) copies of respective contracts along with documentary evidence in respect of satisfactory execution of each of those contracts, in the form of copies of any of the documents (indicating respective contract number and type of services and items executed and the amount. Note in respect of clause B.1.1 : i) Completed work(s) and Executed value of completed work(s) shall only be treated as the value of the work(s) for evaluation. ii) The works under progress and not completed (including Rate Contracts) as on the cut-off date for the value of executed work as stated at B.1.1 above will not be considered for evaluation as per BEC irrespective of any partial completion. iii) The bidders are required to upload documentary proof(s) in the form of original or Notary attested copy of the original documents (it should not be notary attested copy of earlier Xerox copy, if so, it shall be summarily rejected) such as: Work order(s) / Contract / Agreement(s), Completion Certificate(s), Letter of acceptance / Notice of award or any other relevant document(s) obtained from Central Government/State Government /PSU/Municipality/ limited companies for whom the work(s) was / were executed mentioning the name of work, work order value, date of commencement, period allowed for completion, stipulated date of completion, actual date of completion and actual executed value after completion of respective work(s) in support of experience criteria as per clause B.1. iv) The bidder should upload original scanned copies or notary attested scanned cop
Other details: 9 Security Deposit/ Performance Bond/ Contract Security 3.00 % of Annualized value of awarded/contract value. Note: 1.1 The person/persons, whose bid is accepted (hereinafter called Contractor ) shall submit Security Deposit/ Performance Bond/ Contract Security equal to 3.00% of contract value, in the form of Bank Draft / Cashier s cheque / Banker s cheque / NEFT / RTGS / Electronic fund transfer to designated account of ONGC or in lieu thereof unconditional and irrevocable Performance Bond, in the form of Bank Guarantee as per ONGC s standard Performa, provided in the tender document within 15 days from the date of issue of Notification of Award (NOA)/ Letter of Acceptance (LA)/ Letter of Acceptance-cum-Work Order (LA-cum-WO), unless he is/ they are exempted from payment of security deposit in individual case. The Bank Guarantee shall be valid initially up to the period of Scheduled completion date plus Security Period / Defect Liability Period plus sixty (60) days. The Bank Guarantee is to be issued by Nationalized or scheduled banks. 1.2 The validity of Bank Draft / Cashier s / banker s cheque (as applicable) should not be less than 3 months. 10 Downloading tender document From 07.09.2021 at 09:30:00Hrs to 27.09.2021 at 14:00 Hrs through ONGC portal for e-Tender (https://etender.ongc.co.in). 11 Purchase of Tender Document No tender fee shall be charged from the bidder for this tender. Note : 1. The intending bidders should have Vendor code, Authorization for login-in ID and password for ONGC s e-Portal for e-Tender (https://etender.ongc.co.in) issued by ONGC. 2. The intending bidders, who do not have the required Vendor code and login-ID, must apply Seven (7) Days in advance from the last date of sale of tender documents through ONGC s e-Portal, failing which their request may not be considered. 3.
