Pre Qualification criteria: Bidder (i.e. Single bidder / Indian Joint Venture company Incorporated) should have minimum Experience of having successfully completed similar works during the last 7 years ending last day of the month previous to the one in which applications are invited. Pre-Qualifying criteria is described below: Total cost of all three estimates is Rs. 42,45,74,259.68 (However only one work/sub-head shall be awarded to one bidder, total 3 nos of bidders shall be selected.) SH 1: Baramura Area = Rs. 18,94,30,268.97 SH 2: Gojalia & ADB area = Rs.12,32,11,992.64 SH 3: Konaban & Rokhia Area = Rs.11,19,31,998.07 (a) Konaban area = Rs. 5,47,62,622.56 (b) Rokhia area = Rs. 5,71,69,375.51 Qualifying criteria has been kept as per the maximum value among above i.e. Rs. 18,94,30,268.97 The sub head of works shall be allocated to the successful bidder as per the following methodology: After finalising all the necessary formalities, the L-1 bidder shall be finalized in accordance with the provisions contained in the ONGC procedure in Integrated Material management manual 2015 and tender document which are produced as under : 1. The L-1 bidder shall be given preference and free to choose any of the sub-head of works as mentioned above as per his choice. 2. The chosen subhead of works shall be awarded to the L1 bidder. The consent shall be submitted by the L-1 bidder in writing on his letter head. 3. After award of work to the L-1 bidder, the remaining two sub-head of works shall be awarded as follows. 4. All the bidders except L-1 whose price bids are opened shall be called for matching their rates with L-1 bidder. They would give their consent in sealed envelopes to the tender committee. 5. Tender committee would open the sealed envelope of L-2 bidder in order to find out whether he is ready to match his rate with L-1 or not. Once L-2 bidder is agreeing to match his rate with L-1 than he will be asked to opt for any one of the remaining two sub-head of works. Bidder has to give his option in writing on his letter head to the tender committee. 6. If in case L-2 bidder does not give his consent for matching the rate with L-1 than in that case, the sealed envelope of next lower ranking bidder shall be opened and he has to undergo the process as described in the para above. This process will continue till the award of another subhead of works to the bidder is accomplished. 7. After award of two sub-head of works as described above, the sealed envelope of next lower ranking bidder shall be opened for ascertaining whether he is ready to match his rate with L-1 or not. Once he agrees, the remaining sub-head of works shall be awarded to him else this process will continue till the award of the left out sub-head. 8. In case techno-commercially qualified bidders are less or bidders do not agree to match their rates with L-1 than in those circumstances the re-tendering shall be done for the remaining sub-head of works in accordance with the prevailing guidelines. 9. Full EMD shall be returned to the bidders who does not give his consent to match their rate with L-1 bidder but L-1 bidder does not have this privilege i.e. if the L-1 bidder back outs then his EMD shall be forfeited. The EMD and technical experience criteria is ascertained based on the max value of the estimates i.e. SH-1. Bidder (i.e. Single bidder / Indian Joint Venture company Incorporated) should have minimum Experience of having successfully completed works during the last 7 years ending last day of the month previous to the one in which applications are invited. Technical Experience criteria a. Three similar completed works each costing not less than the amount equal to 40% of the estimated cost. i.e. not less than Rs. 7,57,72,108 /- OR b. Two similar completed works each
