Pre Qualification criteria: 8 Eligibility of the Bidder: (Eligibility criteria in detail are as per EQR/BEC in the tender document). B.1 EXPERIENCE CRITERIA (Technical requirement) : B.1.1 Bidder should have experience of having successfully completed similar work(s) during last 7 (Seven) years ending last day of month previous to the one in which applications are invited of following value executed in ONGC, Railways, MES, PWD or any other Govt. / Semi Govt. organizations: i. At least three (3) jobs as defined above, each of the job costing not less than 40% of 15.00 Lakhs i.e. 6.00 Lakhs. OR ii. At least two (2) jobs as defined above, each of job costing not less than 50% of 15.00 Lakhs i.e. 7.50 Lakhs. OR iii. At least one (1) job as defined above costing not less than 80% of 15.00 Lakhs i.e. 12.00 Lakhs. The similar works shall mean works related to Civil construction & maintenance work excluding horticulture works Note in respect of clause B.1.1 : i. Completed work(s) and Executed value of completed work(s) shall only be treated as the value of the work(s) for evaluation. ii. The bidders are required to upload documentary proof(s) in the form of Notary attested copy of the original documents (it should not be notary attested copy of earlier xerox copy, if so, it shall be summarily rejected) such as Work order(s)/ contract Agreement(s), completion certificate(s), letter of acceptance/ notice of award or any other relevant document(s) obtained from clients for whom the work(s) was/were executed mentioning the name of work, work order value, date of commencement, period allowed for completion, stipulated date of completion, Actual date of completion and actual executed value after completion of respective work(s) in support of experience criteria as per clause B.1.1. iii. The bidder should upload notary attested copy of above documents in e-bid. In case of empaneled agencies against rate contract 2012-15 (Re-invitation) for Civil works of ONGC, Assam Asset, the experience criteria B.1.1 shall be waived off. Documents prescribed at B.1.1 are not required to be submitted by such bidders. The bidder should submit a declaration in their letter head about empanelment during ARC 2012-15 (Re-invitation) along with copy of empanelment / Work order. The bids are liable for rejection in case of non-submission of declaration about empanelment along with copy of empanelment / Work order. B.2 FINANCIAL QUALIFYING CRITERIA B.2.1 All the below mentioned applicable criteria shall be met by the bidders for evaluation of bidders financial capabilities: 1. Turnover of Bidders : 50% of annualized bid value or more 2. Net-worth of Bidder : 15% of annualized bid value or more The turnover of bidders to be considered for evaluation shall be the average turnover of the last two years as brought out at note (iv) below. Net-worth shall be based on the latest Audited Consolidated Annual Financial Statements of the bidder with all its subsidiaries. The basis of bid value shall be the price quoted by the bidder including duty and taxes, if any, which is taken into consideration for evaluation. In case of Two Bid System, in the un-priced bid, the bidder will submit a certificate of compliance (as per format attached) to the effect that the financial parameters of the bidder are equal to or more than required value as applicable. In case the information contained in the certificate of compliance , is found to be incorrect later on after opening of price bids, then their bids will be rejected in case the bidder is not actually meeting the required financial criteria Note to clause no. Other details: B.4 Integrity Pact- Applicable 9 Security Deposit/ Performance Bond/ Contract Security 12.2% of Contract value. Note: 1.1 The person/persons, whose bid is accepted (hereinafter called Contractor ) shall submit Security Deposit/ Performance Bond/ Contract Security equal to 12.2% of contract value, in the form of Bank Draft or in lieu thereof unconditional and irrevocable Performance Bond, in the form of Bank Guarantee as per ONGC s standard Performa, provided in the tender document within 15 days from the date of issue of Notification of Award (NOA)/ Letter of Acceptance (LA)/ Letter of Acceptance-cum-Work Order (LA-cum-WO), unless he is/ they are exempted from payment of security deposit in individual case. The Bank Guarantee shall be valid initially up to the period of Scheduled completion date plus Security Period/ Defect Liability Period plus sixty (60) days. The intending bidders, who do not have the required Vendor code and login-ID, must apply Seven (7) Days in advance from the last date of sale of tender documents through ONGC s e-Portal, failing which their request may not be considered. 3. Bid should be submitted online at ONGC e-Tender portal (https://etender.ongc.co.in) on or before 05.04.2019 up to 14:00Hrs under valid digital signatures of Bidder. 13 On-line opening of e-Tender(Un-Priced Bid) On-line opening of Technical Bid in e-Portal shall be done on 05.04.2019 at 14:30Hrs. 14 Date, Time and Place for Receipt of Supporting Documents in Physical Form under sealed envelope Physical Documents in hard copy form, as per requirement of tender condition, should be delivered in one sealed Envelope super scribed with tender number, name of work, name of bidder, vendor code & group/location opted on or before 05.04.2019 up to 14:00Hrs in the respective tender boxes placed at Civil Office inside OT Complex, ONGC-Sivasagar from 16/03/2019 to 04.04.2019 09.30 Hrs. to 16.00 Hrs. on all working days (except Saturday, Sun day and any Holiday) and from 9.30 Hrs. to 14.00 Hrs. on 05.04.2019 (i.e. the day of opening of supporting documents in physical form).
