| Pre Qualification
criteria: |
1. TURN-OVER The bidder’s average annual financial turnover as per Audited Annual Reports for the last two accounting years, should be at least Rs. 6.0 lakhs or above.
In support of fulfilling the criteria at 1 above, the bidder must submit copies of Audited Annual Report of last two accounting years or a certificate from a Chartered Accountant certifying the turnover during the last two years.
Note that In case the latest Accounting year of a bidder ends less than six months prior to bid closing date and the audited annual report of such bidder is yet to be finalized, such bidder must furnish a declaration to this effect, signed by its Chief Executive/ Director. In case of such bidder, the audited annual reports of previous two accounting years must be furnished, which shall be considered for the purpose of evaluation with respect to Turnover and Net worth. However if a certificate from Chartered accountant is being submitted as documentary evidence in support of last three years turnover and net worth being positive, no declaration as above will be required.
2. EPF CODE The bidder should have valid EPF Code number issued by the appropriate authority and must submit a notarized copy of allotment letter of EPF number.
3. REGISTRATION DETAILS The Bidder must submit copies of applicable registration number and certificate like GST/ CST/ SSI/ VAT/ Service Tax No. of his Shops & Establishment etc. and any of the following:
(a) In case of Companies – Certificate of Incorporation of Company with Registrar of Companies or Articles of Association and Memorandum of Association.
(b) In case of partnership firms – Registered Partnership deed.
(c) In case of proprietorship – Affidavit declaring sole proprietorship of the firm.
4. WORK EXPERIENCE The bidder should have successfully completed similar type of work i.e. supply of pipe line valves, fabrication and laying of pipe line system with pipe fittings and should have successfully executed at least one of contract of fabrication job during the last 7 (seven) years ending last day of month previous to the one in which applications are invited should be either of the following
(a) Three similar completed works each costing not less than Rs. 7.96 lacs.
Or
(b) Two similar completed works each costing not less than Rs 9.95 lacs.
Or
(c) One similar completed work costing not less than Rs 15.92 lacs.
To establish his capability for carrying out similar fabrication and laying job on piping systems, bidder must submit the copies of respective contracts/ PO/ NOA/ Work Order, along with the documentary evidence in respect of satisfactory execution of each of those contracts/ PO/ NOA/ Works Order, in the form of copies of any of the document, indicating respective contract number and type of services, such as
• Satisfactory completion/ Performance report. [OR]
• Proof of release of Performance Security after completion of Contract. [OR]
• Proof of settlement/ release of final payment against the contract. [OR]
• Any other documentary evidence that can substantiate the satisfactory execution of each of the contracts cited above. |

1. A complete tender document in the form of PDF is also up-loaded on ONGC’s tender web site. Hence, the bidders will have the option for tender documents request either from the tender issuing center as per prevailing practice or downloading the same tender documents from the ONGC website, http://www.tenders.ongc.co.in within the time period specified for the tender documents, and use the same down loaded documents for participating in the bidding. But, the bidders, down-loading the tender documents from website must submit confirmation on eligibility on “Pre Qualification Criteria” (PQC), which will be acknowledged by ONGC by issuing a ‘Request For Quotation’ (RFQ) number which is specific to the tender as well as for a bidder through Fax/ e-mail.
2. The bidding documents are non-transferable. Therefore, the bid can only be submitted in the name of bidder in whose name the bid documents were issued by the ONGC. Bidder’s intent to submit their bid by post must be sent through ‘Registered Post’ or reputed ‘Courier Services’ so as to reach this office, (Hazira Plant, ONGC: SURAT - 394 518), well before the closing date and time of the bid.
3. With the introduction of an integrated ERP system by ONGC, it is a requirement to allot a specific “Vendor Code” to all intending bidders prior to issue of the bidding documents. It is therefore, advised to all the bidders who do not possess their ONGC vendor code, to approach for issue of bidding documents, minimum 3 (three) days prior to the closing date of receipt of request for tender documents, so that they could be registered with ONGC and vendor code could be allotted to them.
