Pre Qualification criteria: Contractor/ bidder is advised to read the EQR clauses of NIT carefully. Contractor/ bidder has to give an undertaking that they are meeting all the EQR criteria at the time of issue of bidding document as per para15.1.1 of WM-2007.



1 VITAL CRITERIA FOR ACCEPTANCE OF BID

The Bidders are requested not to take any exception / deviations or put forth any condition in the bid document. Non confirmation to this clause shall be rejection criteria and the Envelope – B shall not be opened. The Bidder is to submit a Certificate for same in the following format:

All the terms and condition of the ONGC’s tender document for the Tender No. VR1NC 10005,(R1) Dated 22.07.2010 are acceptable to us and we have not made any deviation from the same or put forward any additional conditions in our offer. It is also confirmed that the supporting document with regard to the Essential Qualification requirement laid down in Tender Documents duly submitted in Envelop – B.

2 TECHNICAL CRITERIA

Bidders must fulfill with the following Technical Criteria. Non confirmation to these clause shall be rejected.



2.1 EXPERIENCE CRITERIA

Experience of having successfully completed similar works during last 7 years ending last day of month previous to the one in which application are invited should be either of the following.

a. Three similar completed works each costing not less than the amount equal to 40% of the estimated cost. or

b. Two similar completed works each costing not less than the amount equal to 50% of the estimated cost. or

c. One similar completed work costing not less than the amount equal to 80% of the estimated cost.

Note :- Similar works means work like “Construction of building or renovation of building or any building maintenance work”.



2.2 REGISTRATION CRITERIA

The Bidder shall be registered contractor of ONGC of appropriate class or shall submit Registration of appropriate class from State PWD/CPWD/MES/ Railways/Govt. Undertakings / NSIC / DGS&D.



3 FINANCIAL CRITERIA

Bidder must fulfill with the following Financial criteria and non-confirmation to these clauses shall be rejected.



3.1 ANNUAL TURN OVER

Average Annual financial turnover as per Audited Annual Reports for the last three accounting years, should be at least 30% of the estimated cost (in case of contract period less than one year) and 30% of annualized value of the estimated cost. Audited balance sheet and Profit & loss account from practitioner chartered accountant is to be submitted along with application.



3.0 EARNEST MONEY DEPOSIT (EMD)

Bidder is to ensure submission of the EMD of requisite value in the prescribed form stated in the bid document.



4.0 GOVERNMENT ACT / REGULATION

Bidders must fulfill with the following Government Act / Regulation and non confirmation to these clauses shall be rejected.



4.1 EPF ACT / REGULATION

The bidders to submit Proof of having EPF code to qualify themselves for issue of tender documents. Bidder is also to submit proof of EPF deposit up to previous quarter of the current financial year.



4.3 SALES TAX ACT

Certificate of registration under Sales Tax / VAT and the clearance certificate of the previous financial year are to be submitted.



NOTE:

1. SERVICE TAX : The successful Bidder is to obtain Service Tax Registration of appropriate clause under Service Tax rule and submit the proof at time of processing his bill.

2. In support of their qualification for the clauses mentioned in EQR Criteria the bidder is to submit the documentary proof either in original or copy duly attested by Notary Public.

3. The Bidder is to submit the Certificate stated in Sl No.1 & EMD stated at Sl.No. 3.0 in the Envelope-A. The remaining documents against other EQR Criteria, Tender Document, Price Offer duly filled in and Xerox/ Carbon copy of Price Offer (filled in) are to be submitted in Envelope – B. The Envelope - A shall be opened first. Only for those bidders who have not taken any deviation & put forth any condition and submitted EMD of required value & validity date, their Envelope – B will be opened.

Other details: Non transferable tender documents can be had in person only on any working day during the period of sale from SE (CIVIL)- ES- TENDER CELL,CIVIL MAINT. SECTION, ES- DEPARTMENT, ONGC, CAUVERY ASSET, NERAVY OFFICE COMPLEX, KARAIKAL – 609 604 on payment of tender fees by crossed (Payee Account only) Bank Draft or/ Pay Order or Indian Postal Order payable to F&AO ONGC Karaikal.



ONGC reserves the right to issue tender documents and accept or/ reject any or all tenders in part or full without assigning any reasons thereof.



In case of unscheduled holiday on the prescribed last date of sale of tender paper or Opening date of tender next working date will be treated as the scheduled prescribed day of the corresponding event. The other terms and conditions shall remain unchanged.

For those bidders who do not have ONGC vendor code are advised to submit their application one day in advance so that their vendor code can be generated and tender paper can be issued if otherwise found suitable as per EQR criteria.

Tender Notice will be displayed in the Notice Board of ONGC, CAUVERY ASSET, State Govt. offices and also in web site www.tenders.net under the above mentioned notice number. Details of NIT, Important Directions for filling Tender, Conditions of Contract and Schedule of Quantities can also be viewed in the said web site.
