| Pre Qualification
criteria: |
Major qualifications criteria shall be incorporated as under:-
Manufacturer’s experience:- In case the bidder is a manufacturer of the offered equipment / item, he should satisfy the following along with documentary evidence which should be enclosed along with the techno-commercial bid:
(a) Minimum Five years of experience of manufacturing tendered equipment. For this purpose the period reckoned shall be the period prior to the date of opening of the techno-commercial bid.
(b) Should have manufactured and supplied 100% each of tendered equipment/items to various Oil and Gas specific companies during the last five Years.
Documentary evidence in respect of the above should be submitted in the form of copies of relevant purchase orders along with copies of any of the documents in respect of satisfactory execution of the each of those Purchase orders, such as (i) Satisfactory inspection report (OR) (ii) Satisfactory supply completion /Installation report (OR) (iii) Consignee Receipted Delivery challans (OR) (iv) Central Excise Gate Pass/Tax invoices issued under relevant rules of Central Excise /VAT (OR) (v) Any other documentary evidence that can substantiate the satisfactory execution of each of the purchase orders cited above.
c)In case the bidder is not a manufacturer, then the bidder is required to obtain documentary evidence in respect of the above 2 (a) and 2(b) from the concerned manufacturer and submit the same along with the techno-commercial bid.

Technical specification and requirement, General Terms and Conditions of tender and method of submission of bid are detailed in the non-transferable tender document can be purchased from the Tender Selling Centre of ONGC between 1400 (IST) Hours to 1700 (IST) Hours on any working day starting from 15.02.2010 to 08.03.2010. The sale of tender document shall be closed at 1700 (IST) Hrs. on 08.03.2010. The tender document can be purchased against payment of requisite Tender fee in the form a crossed “payee a/c. only” bank draft/cashier’s cheque / Banker’s cheque drawn by Bank and valid for 180 days from the date of issue of the same or in the from of Indian Postal Order payable in favour of Oil and Natural Gas Corporation Ltd., payable at Mumbai.
Bidders will have the option of purchasing tender documents from the selling centers or downloading the tender document within the time specified for the sale of tender documents and use the same for participating in the tender. But the bidders downloading the tender documents from the website should ensure to submit tender fee so as to reach the tender inviting work center before 08.03.2010 along with confirmation on Major Qualifying Criteria which will be acknowledged by ONGC by issuing Request For Quotation (RFQ) number specific to the tender.
Indian Agents of foreign bidders duly authorized by their foreign principals will be allowed to purchase bidding documents in Indian Currency through Bank Draft drawn in favour of ONGC provided such foreign principal remit the cost of bidding documents through Bank Draft/ Cashier’s cheque / Banker Cheque payable in Mumbai in favour of ONGC along with their techno-commercial unpriced bid/ before due date. Tender fee shall be non-refundable Govt. Depts and firms registered with NSIC for the said services are exempted from submission of tender fee.
Indian Agent duly authorized by his Foreign Principal can purchase Tender Documents in the name of foreign principal on payment of tender fee in Indian rupees provided such principal submits tender fee in US $ along with his offer before due date, in the manner described above.
