BRIEF SCOPE OF WORK
Scope of work consists of but not limited to installation of pumps, supply of valves, associated piping, structural steel and civil works in GGS-II, Nawagam in the field of Ahmedabad Asset, approximately 45 Kms. from the ONGC base complex.. Detailed items are mentioned at Schedule ‘B’ of tender document.
Non-transferable Tender Documents can be obtained from Tender Cell in the office of the DGM(C&M), at the above mentioned address during working days on payment of tender fee as mentioned above. The tender fee will be acceptable in the form of crossed payee account only, bank draft / cashier cheque /Banker’s cheque drawn by bank and valid for 90 days beyond the date of closure of the sale of the tender document or in the form of Indian postal order, payable in favor of Finance & Accounts Officer, ONGC, Ahmedabad during the period shown above.
Bidders will have the option of purchasing tender document as mentioned above or download the same from ONGC website http://tenders.ongc.co.in with in the time specified for the sale of tender documents ensuring that they fulfill the Essential Qualifying Requirements(EQR) and use the same for participating in the tender. But the bidders downloading the tender document from the website should ensure to submit the tender fee, so as to reach the tender inviting work centre before the deadline specified for tender sale along with confirmation on EQR, which will be acknowledged by ONGC by issuing Request For Quotation (RFQ) number specific to the tender and bidder through Fax – email.
The firms registered with NSIC will be exempted from payment of tender fee irrespective of the monetary limit mentioned in the registration certificate provided the bidder furnish evidence that the bidder is registered for the items the bidder is intend to quote against ONGC tenders. The Government Departments will also exempted from the payment of Tender Fee.
The tender shall be received latest by 15.00 hrs. 24.02.2010 and techno-commercial bids shall be opened at 15.30 hrs on the same day on the above said address. If an unforeseen holiday declared on the dates of Pre-Bid or date of submission & opening, the next working day will be considered for the same.
The Essential Qualifying Requirement (EQR) for the said work is as under:
A) Average Annual financial turnover as per audited annual reports for the last two accounting years shall be at least 30% of the estimated cost (i.e. Rs. 2.21 Lacs). Bidder shall submit copy of audited annual report/ certificate issued by chartered accountant indicating bidder annual turn over
B) Experience of having successfully completed laying of underground steel welded oil/gas/ chemical line pipe in Hydrocarbons/Petrochemical/Fertilizer industries either as a one time contract or under Rate Contract during last seven years ending last day of month previous to one in which this tender application is invited and should be either of the following:
(i) Three completed works each costing not less than the amount equal to 40% of estimated cost (i.e. Rs. 2.95 Lacs)
OR
(ii) Two completed works each costing not less than the amount equal to 50% of the estimated cost (i.e. Rs. 3.68 Lacs)
OR
(iii) One completed work costing not less than the amount equal to 80% of the estimated cost. (i.e. Rs. 5.89 Lacs)
Copies of LOI/Work orders and completion certificates duly attested by Notary shall be submitted by bidder along with the Bid.
C) The bidder should possess valid P F No. notary attested copy of proof is to be submitted with the Bid.
D) The bidder should possess valid service tax no. and submit notary attested copy of relevant documents issued by Service Tax Authority in this regard.
Note:-
1. Bidder to submit the EMD in the form as mentioned in Tender Document.
2. The bidder shall submit the Bid comprising of two distinct sealed envelopes, Viz. Envelop ‘A’ & Envelop ‘B’ as specified in Clause No. 17.10 of Annexure-I (ITB).
3. Only those bidders who meet above EQR will be considered for award of work.
4. In the event of more than one bidder quoting the same quotation then bidder having higher average annual turn over of the past two years shall be given preference over the other one.
5. Tender shall be issued against the undertaking by the bidders that they are meeting EQR.
6. ONGC reserves the right to award the work to more than one party and or to reject any or all tenders without assigning any reason thereof.
7. The bids sent by post must reach the place well before the closing time and date. ONGC shall not be responsible for any loss or delay in postal transit and bids received after closing time shall be rejected.
8. Offers sent by E-MAIL /TELEX/FAX shall not be accepted.
