Pre Qualification criteria: Major Qualification Criteria for issuance of bidding documents shall be as given below:



3.1 TECHNICAL:





i. The bidder must possess, prior to the dead line for submission of bids, minimum experience of two (2) years for installation of offshore structures successfully accomplishing each of the relevant activities viz. project management, surveys (including pre-engineering and post construction surveys), engineering, procurement, fabrication, transportation and installation of projects of similar complexity and magnitude. The bidder must have executed at least one such job in the last three years.

ii. The bidder (being either a single bidder or a Consortium/Joint Venture comprising two or more partners being jointly and severally liable to the Company) must himself (and not through a collaboration agreement or other sub-contracts) have the relevant experience for project management including procurement.

However, bid submitted by a 100% subsidiary company not meeting the above experience criteria can be considered for acceptance on the basis of experience of their parent company provided the parent company fulfils the above required experience and gives a corporate guarantee that in case of any failure on the part of the subsidiary company, the responsibility of satisfactorily executing the project would then be that of the parent company.



A bid submitted by a bidder not meeting these requirements will be rejected for being non-responsive.



3.2 FINANCIAL:



1. Turnover should be equal to or more than 30% of the Annualized bid value i.e. the price quoted by the bidder including duty and taxes if any, which is considered for evaluation.

2. Net worth should be positive.

3. The Solvency certificate should be equal to or more than 30% of the Annualized bid value i.e. the price quoted by the bidder including duty and taxes if any which is considered for evaluation.



3.3 GENERAL:



The bidder has to confirm in writing for compliance of major qualification criteria and other terms & conditions specified in NIT. Bidding Documents shall be issued to the bidders subject to their confirming of meeting the above criteria.



Bidders to note that mere issuance of Bidding Documents does not construe that the bidders are techno-contractually qualified for the subject tender for award of contract.



The bidders are also advised that if any of their confirmations are proved incorrect at a later date; their bid will not be considered for the subject tender

NOTICE INVITING TENDER (NIT)



INTERNATIONAL COMPETITIVE BIDDING FOR



SIX (6) NOS. CLAMP-ON PROJECT





1.0 Head MM - Engineering Services (Offshore), Oil and Natural Gas Corporation Limited (ONGC), Mumbai Region, Mumbai invites bids under two bid system on turnkey basis for six (6) Nos Clamp-on Project in Western Offshore Mumbai. The detailed scope of work is given in the bidding documents.



2.0 The Scheduled Completion Dates:



The Completion schedule of all the works described in the bidding document is:



The likely date of Notification of Award (NOA) 19.02.2007

Date of Completion of entire scope of Works alongwith production related modifications 29.02.2008

4.0 Non-transferable Bidding / tender Documents shall be sold on any working day between 1400 Hrs. (IST) and 1600 Hrs. (IST) from 26.10.2006 to 24.11.2006, to the prospective bidders against a written request confirming that they fulfill the MAJOR QUALIFICATION criteria and that they shall submit all the necessary documents alongwith their bids.
